It told of a young vain woman who refused heavy winter clothing during a sleigh ride to a ball, fearing the coats would crush her beautiful and fragile silk gown. Consequently, she froze to death before arriving. Later versions added her beau, giving rise to the ballad and poem that circulated widely throughout the Victorian period and which remains in folklore and songs to this day.

The popularity of the story transformed these tiny porcelain dolls into moral objects as well as playthings.

Parents embraced the tale as a lesson against vanity and imprudence, while children incorporated the figures into imaginative play, including dollhouse funerals that mirrored real Victorian mourning customs.

These examples were manufactured in primarily in Germany and then Great Britain and made for the European and American markets. These dollhouse sized dolls were sold inexpensively in general stores and toyshops, often displayed alongside sweets such as lemon drops, rose drops, and sugared almonds.

Made of white bisque porcelain, they were hurriedly hand-painted for penny sales. Many examples were left partially glazed or irregularly finished on the reverse so they could float as bath toys, contributing to the high attrition rate that makes intact survivors especially desirable today.

The inclusion of Frozen Charlie is particularly notable. Miniature male examples are exceedingly scarce, far more difficult to find than their female counterparts, and are typically encountered only in much larger sizes. His rounded head and crisp bowl haircut reflect fashionable boys’ styles of the late Victorian period and distinguish him clearly from the subtly waved hair used to denote the female Charlottes. To children, the little dolls became older sisters with little brothers.

All three dolls retain painted blue eyes, black hair and brows, rosy cheeks, and red lips. All arms, hands, legs, and feet are intact, though softly misshapen, which is typical of these hurriedly-made penny dolls. Surface irregularities, minor firing variations, and glaze inconsistencies are original to manufacture.
